The Justice Ministry of Belarus and the Ministry of Justice of Kazakhstan came to an agreement on many aspects of cooperation and signed a corresponding memorandum in Minsk on 17 August, BelTA has learned.
“Any type of activity must be formalized. The existing level of interaction [between the justice ministries of the two countries] is reflected in the memorandum. The document reaffirms the commitment of the Justice Ministry of Belarus and the Ministry of Justice of Kazakhstan to continue cooperation in order to protect legitimate rights and interests of our citizens, our fraternal friendly states,” Belarusian Justice Minister Sergei Khomenko told journalists after signing the document.
In line with the memorandum, the justice ministries will exchange information about the legislation of the two states, implementation practices and key legislative trends; they will also streamline legislative activities, promote e-justice, train and educate personnel. The document also provides for cooperation in such areas as registration of business entities, the operation of enforcement bodies, as well as interaction while implementing international treaties in the field of justice, etc.
According to the minister, the Belarusian side will study Kazakhstan's best practices in digitalization, pre-arbitration and arbitration proceedings and the activities of enforcement agencies. At the same time, Belarus also has something to bring to the table, especially in the areas of law-making, interaction between the government and civil society, the work of notaries and advocacy, Sergei Khomenko continued. He is confident that it will give a fresh impetus to cooperation between the justice ministries of Belarus and Kazakhstan and will benefit both parties.
Speaking about digitalization, the justice minister noted that this matter is under special control of Belarus' head of state and top government officials. “We are working on it. The work is already bearing fruit in a number of areas, including administrative procedures, notary activities, registry offices. We are making progress,” he said.
A round table was held on 17 August to discuss the work of the justice ministries of Belarus and Kazakhstan. Taking part in it were the justice ministers of the two countries, as well as Chairman of the State Forensic Examination Committee of Belarus Aleksei Volkov. Following the meeting, a cooperation agreement in forensic examinations was signed.

Minsk Oblast is interested in intensifying cooperation with Tajikistan in various areas, Minsk Oblast governor Aleksandr Turchin said at a meeting with Tajikistan Ambassador to Belarus Bakhtovar Safarzoda, BelTA has learned.
Aleksandr Turchin noted the high level of relations between the leaders of the states, which contributes to interaction at the regional level.
He said he was set to visit Sughd Region of Tajikistan in the autumn. "We need to step up cooperation. It has the potential to rise by an order of magnitude. I set myself such a task. In addition to intensifying trade, we need to think about joint ventures and facilities taking into account the interests of both our country and Tajikistan. I hope that you will use all your experience and knowledge to promote this work not only in Minsk Oblast but also in Belarus as a whole," the governor said.
Ambassador Bakhtovar Safarzoda noted that this is his first mission as an ambassador. "I am glad that I am starting in a friendly country. The Belarusian people are our brothers, with whom we have been living in the same space, the same political and legal field for more than a century. People here are very friendly, just like people in Tajikistan. There are a lot of similarities between us," he said.
Ambassador Bakhtovar Safarzoda thanked the governor for finding the time to meet. The Embassy of Tajikistan is the only one that is geographically located in Minsk Oblast. "We cannot help but be friends," the ambassador stressed. “The leaders of the two nations have established very trusting, fraternal, friendly relations. At the time of the appointment, I was given specific instructions: to bolster our cooperation. We are lagging behind the agreements signed by intergovernmental commissions, between governments, heads of state and regions. There are inter-district partnership agreements. We need to revive them."
Ambassador Bakhtovar Safarzoda invited the Minsk regional authorities to attend the Dushanbe 2023 international investment forum in late September.
The two countries have built a legal framework, both at the level of regions and at the level of districts and cities, the ambassador noted. Now it is time to put the agreements into practice, to find new common ground. "There are a lot of untapped resources. We need to work more intensively to raise the level of industrial, entrepreneurial cooperation, ties between travel agencies. The landscape in Tajikistan is mostly mountains, and in Belarus these are lakes, forests, beautiful cities. Citizens of Belarus might want to explore the mountains, and citizens of Tajikistan - the beauty of forests. The two countries should work harder on increasing tourist flows," Ambassador Bakhtovar Safarzoda said.
Aleksandr Turchin recalled that an agreement had been concluded between Minsk Oblast and Sughd Region. "We need to take a fresh look at our relations, outline the areas of cooperation that we should focus on. We discussed interregional cooperation, the use of Tajikistan as a gateway to the neighboring markets, ways of setting up new manufactures and enterprises. We need to pick up pace and reach the level of trade and economic relations that corresponds to the level of political relations and relations between our peoples. In the context of the upcoming investment forum in Dushanbe, we outlined a number of specific areas in which negotiations can be held and further ways of interaction can be mapped out," the governor summed up the meeting.
In H1 2023 trade between Minsk Oblast and Tajikistan hit almost $10 million, up by 49.9% year-on-year. Exports exceeded $9.2 million (up by 55.9%), imports - $788,400.
Major exports to Tajikistan include sugar, printed materials, poultry products, aluminum products, and eggs and major imports - dried fruits, mixtures of nuts, cotton yarn, jams, jellies, marmalade, juices, peanuts.

A delegation of the Ministry of Public Security of Vietnam is in Belarus on a visit, BelTA learned from the Belarusian Internal Affairs Ministry.
The delegation includes children of law enforcers killed or injured in the line of duty.
Internal Affairs Minister Ivan Kubrakov and the heads of the Internal Affairs Ministry's units greeted the guests at Minsk National Airport.
According to the Internal Affairs Ministry, the program of the Vietnamese delegation's visit to Belarus is extensive and varied. It includes excursions to the country's landmarks, a lot of informative and entertaining events, as well as visits to the museum and specialized lyceum of the Internal Affairs Ministry.
According to Ivan Kubrakov, the visit of the Vietnamese representatives to Belarus is the result of one of the agreements between the heads of the law enforcement agencies of the two countries. The agreements were signed during the April visit of the Belarusian Internal Affairs Ministry delegation to Vietnam.
“Both in Belarus and Vietnam, law enforcement officers often risk their lives while performing their official duties,” said Ivan Kubrakov. “When trouble comes, the Internal Affairs Ministry never stands aside. We take care of the families of our colleagues. Receiving the children of the Vietnamese police officers who died in the line of duty, we will try to make their vacation in our country interesting and memorable.”

Belarusian Sport and Tourism Minister Sergei Kovalchuk summed up the results of the 2nd CIS Games on the air of the ONT TV channel, BelTA reports.
"The format was open. We hosted representatives of 22 countries. We changed the format of the Games itself. We held it not in one city, as it was in Kazan, but all over the country: regional centers, three district centers, the city of Minsk. We are trying new formats for various kinds of competitions: championships within the framework of the Commonwealth of Independent States, bilateral events. The third important thing is that we did not invite any foreign specialists. We held this event completely relying solely on our own resources," Sergei Kovalchuk said.
According to him, the CIS Games evoked a great interest. "We saw a wide representation in many sports. Let's take weightlifting. It featured both Olympic champions, multiple world champions, and European champions. If they were not interested, I think they would not compete," the minister stressed. “Take beach soccer. Five out of the eight teams that competed in the CIS Games are in the world's Top 20. If we look into sambo, then the tournament that took place in Zhlobin was actually world championships. We were happy with the attendance. No matter what competition, the stands were packed.”

A center of the All-China Journalists Association and a Gansu Province media center at the Belarusian Union of Journalists have opened in Minsk, BelTA has learned.
The representative office will operate at the Minsk-Novosti news agency. The parties signed an agreement on experience exchange and cooperation. There are plans for exchange visits, internships and other forms of cooperation.
The event was attended by Belarus' First Deputy Information Minister Andrei Kuntsevich. "Today we are actively cooperating at the level of specific media structures. We've concluded agreements on the exchange of experience, on the exchange of content. We discussed a number of areas, a number of specific projects that, in our opinion, can be implemented in the near future. Undoubtedly, it is specific close contacts at the media level that contribute to the development of interstate relations between our states in general," he said.
The head of the Gansu Province print media association Wang Guangqing, stressed that the signing ceremony was a good start for strengthening cooperation between Gansu Province and the Republic of Belarus. "The peoples of the two countries are learning more about each other. Also, the interaction between the media will help further partnership in other areas," he said.
Andrei Krivosheyev, Chairman of the Board of the Belarusian Union of Journalists, recalled that a year ago the union entered into a large-scale strategic agreement with the Chinese Journalists Association which unites more than a million colleagues in all provinces of China. "But even then it was noted that without direct agreements between regional and major national media of China and Belarus, this agreement would not be entirely effective. Our largest media are already working to draft direct agreements and direct contracts," he said.

Crews from Minsk Oblast, Grodno Oblast, and Mogilev Oblast have been sent to help fix the power grid over there.

Electricians are working hard to clean up consequences of the violent weather. Poles and broken wires are being replaced. The power grid repair operations will continue until consequences of the rough weather are neutralized.

The organization of the 2nd CIS Games in Belarus is excellent, Tajikistan's Deputy Prime Minister Matlubakhon Sattoriyon told the media on 7 August, BelTA has learned.
“I would like to express sincere words of gratitude for the hospitality and warm welcome in Belarus. It is very beautiful and incredibly hospitable here. We felt comfortable and cozy. You can see that everything is made with love here. We wish happiness, joy, harmony and prosperity to the Belarusian people. Belarus is a great host of the Games. The opening ceremony and the Games themselves are organized at the highest level. I invite you to sunny Tajikistan,” the deputy prime minister said.
She noted that she was visiting Belarus for the first time and was already in love with the country: “People's friendliness, the beauty of the country, and the forests simply captivated me. We were all very comfortable here and we are leaving Belarus with wonderful impressions.”
According to Matlubakhon Sattoriyon, meetings with officials in Belarus helped draw up plans for further development of relations. “You have a very good base. It is clear that Belarus is a sporting nation. A healthy lifestyle is your calling card,” she said.
African and Latin American countries are also interested in taking part in the CIS Games, Belarusian Sport and Tourism Minister Sergei Kovalchuk told a press conference on 6 August, BelTA has learned.
“Many countries have already compiled competition calendars for the year. Getting ready for the event, we were preparing infrastructure, accommodation for a certain number of people. Any large-scale event should be held taking into account preliminary preparations. It is very difficult to host the Games in 11 cities. If we had invited African countries, there would have been many more participants. I talked to the sport ministers of Mongolia, Pakistan, Cuba and Brazil. They said they would have sent even more representative delegations if we had told them about the event at least six months in advance,” the sport and Tourism minister said.
Sergei Kovalchuk emphasized that the interest in the Games is great worldwide. “Countries outside the CIS are ready to participate in the Games. Everyone sees what is happening with the Olympic movement. The format of our Games is relevant,” Sergei Kovalchuk said.
