Belarusian scientists are interested in the matter of management of radioactive waste, BelTA learned from Mikhail Zhemzhurov, head of a lab of the joint energy and nuclear research institute Sosny of the National Academy of Sciences of Belarus, on the sidelines of the international forum Atomexpo in Sochi on 21 November.
Mikhail Zhemzhurov said: “At present Belarusian science is very much interested in matters concerning the management of nuclear industry waste. Today Belarus and Russia signed an intergovernmental agreement on cooperation in the management of spent radioactive fuel. The management of radioactive waste is being discussed at several venues of Atomexpo today. We would like to share the best practices primarily with our Russian colleagues. We cooperate very actively with them. We get a lot of useful information.”
Mikhail Zhemzhurov also remarked that Belarusian scientists work in accordance with government programs on scientific studies in the sphere of nuclear technologies, tangible results have already been produced in various areas.
BelTA reported earlier that a strategy on managing radioactive waste has been drafted in Belarus. An interagency team worked on the document. It included representatives of organizations of the Nuclear and Radiation Safety Department of the Belarusian Emergencies Ministry (Gosatomnadzor), the Healthcare Ministry, the Natural Resources and Environmental Protection Ministry, the Energy Ministry, the National Academy of Sciences of Belarus, and members of the parliament. The document was worked out in tight interaction with colleagues from Russia – the country that supplies nuclear technologies. TVEL Fuel Company, which is the basic CIS organization in charge of radioactive waste management, helped develop the draft strategy. The document has passed public hearings.

The draft law “On Amendments to the Electoral Code of the Republic of Belarus” will soon be submitted to the Parliament, Chairman of Belarusian Central Election Commission (CEC) Igor Karpenko told the media on the sidelines of the Belarusian-Russian forum “Youth and Elections” on 17 November, BelTA has learned.
“It will soon be submitted to the House of Representatives. I have recently signed its approval by the Central Election Commission,” said Igor Karpenko.
The bill has passed public debate and takes into account the changes in the Constitution.
“We are ready to cooperate with the deputy corps, with the involvement of the public, including youth public associations, in the work on this bill during its two readings. Systematic work is underway. We hope that by the end of the year, or maybe at the beginning of the next year, this bill will be considered and adopted,” the CEC head said.

The Central Election Commissions of Belarus and Russia have signed a cooperation agreement, BelTA has learned.
The document was signed by the Chairman of Belarus' CEC Igor Karpenko and Chairwoman of the Russian CEC Ella Pamfilova. In fact, this is an updated agreement, since the CECs of the two countries already have contractual relations. But the new agreement will bring this cooperation to a new level.
"The agreement provides for the exchange of information and interaction in terms of analysis of electoral legislative and regulatory legal acts, examination and enforcement of electoral law, studying each other's experience and, accordingly, conducting internships. There will be workshops of those who participate in the organization of an election campaigns. This creates conditions for bringing the work on organizing election campaigns to a new qualitative level," said Igor Karpenko.
The signing ceremony was held at the National Library in Minsk on the sidelines of the Belarusian-Russian forum "Youth and Elections". The event has been organized by the Central Election Commission and the Education Ministry of Belarus.
"The forum is an idea of young people. They raised professional questions at the forum. The young people are versatile in law, have a certain experience. In the future these people will help raise legal awareness among young people," the head of the CEC emphasized.
Earlier, during his visit to Moscow, Igor Karpenko invited his Russian colleagues to visit Belarus. Ella Pamfilova accepted the invitation. This is her first visit to Belarus.

As of 1 November 2022, a total of 119,872 deposit accounts were opened for large families under Belarus' family capital program, including 82,500 deposit accounts at the total amount of $825 million and 37,300 deposit accounts at the total amount of Br886 million, BelTA learned from the Belarusian Labor and Social Security Ministry.
A total of 63,926 families applied for permission to use family capital ahead of schedule. Of them, 53,902 applied to use the money to improve housing conditions, 5,582 to receive healthcare services, 4,438 to pay for education and four to buy health products for disabled people.
The ministry granted permission to use family capital earlier to 61,437 applicants. Most of such applicants are from Brest Oblast (13,124). Then goes Minsk Oblast with 10,474 families, Gomel Oblast with 9,793, the city of Minsk with 8,570 and Grodno Oblast with 7,210. Mogilev Oblast and Vitebsk Oblast round out the list with 6,254 and 6,012 applicants respectively.
The Labor and Social Security Ministry noted that the family capital program applies to families raising three and more children.
From 1 January 2022 the family capital equals Br25,995.

The state philharmonics of Belarus and Russia's Chelyabinsk have signed an agreement on cooperation, BelTA learned from the Telegram channel of the Belarusian Culture Ministry.
The document was signed during a working visit of a delegation of Chelyabinsk Oblast led by Governor Aleksei Teksler.
Minister of Culture of Chelyabinsk Oblast Aleksei Betekhtin and Director of the Chelyabinsk State Philharmonics Aleksei Pelymsky met with Director General of the Belarusian State Philharmonics Aleksandr Nikita and directors of performance groups. During the meeting the visitors got familiar with the promising areas of bilateral mutually beneficial cooperation and outlined ways of their implementation.

The State Forensic Examination Committee of Belarus and the Ministry of Home Affairs of India intend to formalize cooperation in forensics, the press service of the State Forensic Examination Committee told BelTA following a visit of the committee's deputy chairman Aleksei Aleshkevich to India.
During the visit, Aleksei Aleshkevich met with Deputy Minister of Home Affairs Shyamal Misra of India.
The parties are working to formalize interdepartmental cooperation in forensics.
During the talks, the parties reviewed the provisions of the agreement that required discussion, reached a tentative agreement to sign it in 2023, and also exchanged views on promising areas of cooperation in forensics. Aleksei Aleshkevich and Shyamal Misra expressed hope for the early signing of the agreement, which will allow forensic experts of India and Belarus to exchange experience.
Aleksei Aleshkevich took part in the 11th meeting of the Belarusian-Indian intergovernmental commission on cooperation in trade, economy, industry, science, technology and culture. The commission comprehensively considered the entire range of issues of bilateral cooperation in science, education, technology and other avenues.
A Belarusian-Indian investment and business forum was were held on the sidelines of the meeting.

Belarusians trust the Chinese vaccine against COVID-19, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Belarus Xie Xiaoyong said at a ceremony to hand over another batch of COVID vaccine to Belarus, BelTA has learned.
"I witnessed that many hospitals and vaccination points against COVID-19 use the Chinese vaccine. I myself noticed that locals show attention, trust and love for the Chinese vaccine. Being the Chinese Ambassador to Belarus, I am very pleased and encouraged by the fact that the Chinese vaccine helps the Belarusian people to fight the epidemic effectively," he said.
The other day, China sent another batch of humanitarian cargo to Belarus - 2 million doses of vaccine against COVID infection and as many syringes. A solemn ceremony to hand this humanitarian cargo over to the Belarusian side was held in the Healthcare Ministry.
"These are important and concrete actions by China to fulfill its pledge to contribute to the general availability and affordability of the COVID-19 vaccine for developing countries," the ambassador said. “This is also an important measure to implement the agreement reached by the heads of our countries during telephone conversations and meetings. This reflects the great importance that the Chinese government attaches to Chinese-Belarusian relations, demonstrates the resolute strong support of the Chinese people to the Belarusian people in the fight against the pandemic.”
The ambassador recalled that the pandemic has been going on for three years, creating a serious threat to the safety and lives of people, social and economic development around the world.
Speaking to reporters, the ambassador noted that this is the seventh batch of COVID-19 vaccine delivered to Belarus. He is confident that thanks to joint cooperation, the fight against the epidemic has been effective. The situation has, fortunately, stabilized.
According to him, mutual support and close cooperation between China and Belarus once again show the high level of relations between the two countries and testify to the sincere friendship between the Chinese and Belarusian peoples.
Ambassador Extraordinary and Plenipotentiary of Belarus to China Yuri Senko, who addressed the ceremony via a video link, noted that the delivery of another batch of vaccine to Belarus was the result of coordinated work of all parties and showed a high level of mutual assistance, professionalism and sincere friendship between Belarus and China. He believes that such ties will only grow stronger.
The ambassador also congratulated the participants of the ceremony on the historic rise in the level of relations between Belarus and China to an all-weather and comprehensive strategic partnership. The relevant declaration was adopted during the historic meeting of the heads of state in Samarkand on 15 September of this year. The declaration became a new incentive for active work of Belarusian and Chinese partners, gave the right signal to the international community about the strength and inviolability of the Belarusian-Chinese iron brotherhood. The ambassador also lauded the important role of the China International Development Cooperation Agency and reaffirmed commitment to a direct and open dialogue.

The bill “On amendments to education laws” passed the first reading at the ninth session of the House of Representatives of the National Assembly of the seventh convocation, BelTA has learned.
The bill was submitted to the House of Representatives by the Council of Ministers. It is designed to bring legislative acts into line with Law No. 154-Z “On Amending the Education Code of the Republic of Belarus” as of 14 January 2022. The bill deals with public relations regarding education regulations.
The document was presented at the Oval Hall by Education Minister Andrei Ivanets. “The bill was prepared jointly with interested state bodies and it seeks to implement the regulatory requirements of Article 5 of the law of 14 January 2022. Amendments and additions are to be introduced to 20 laws and two codes of the Republic of Belarus,” the minister said.
According to him, the implementation of the bill will not require additional financial resources.

A new Russian medicine to treat COVID-19 is now available in the Belpharmatsiya state-run pharmacy network, BelTA informs citing the press service of the Healthcare Ministry.
The antiviral drug Skyvira is produced by the Biokhimik company and is now on sale in all the pharmacies of the state-run pharmacy network. Skyvira is a prescription drug.
It is noted that the medicine contains a combination of active substances nirmatrelvir and ritonavir. These substances target the SARS-CoV-2's main protease.
The Healthcare Ministry added that this medicine will be used to treat patients in an outpatient setting. The medicine will lessen the impact of the virus and prevent hospitalization, speed up recovery and minimize the severity of post-COVID syndrome.
