The decisions of the Belarusian People's Congress will not be spontaneous and surprising as a lot of preparatory work was carried out in the run-up to the forum, including in the format of dialogue platforms, Belarus President Aleksandr Lukashenko said as he addressed the 6th Belarusian People's Congress in Minsk on 11 February, BelTA has learned.
The head of state noted that for the sixth time in the sovereign history of the country the government has turned directly to the people to discuss and take consolidated decisions on the further development of the country and society. “Today, delegates from all over Belarus, representatives of various professions and social groups have gathered here. Behind each of you are your constituents; enterprises, public organizations. These are millions of people who have given you their voice to discuss and make big decisions for the future of our Belarus. These decisions will not be spontaneous and surprising for us and for society," the president said. He recalled that preparations for the congress were several months long. People's opinions and concerns were studied; dialogue platforms were actively working in the regions. "We have not hidden anything, we have something to discuss today," Aleksandr Lukashenko said.
The priority topic for the discussion, according to the president, is economy, achievements and possible shortcomings. "The main thing is the reserves we can tap into and the concrete proposals for further development," the head of state said.
"How do we move forward amid the pandemic and external pressure? What measures should we take to ensure economic growth and decent standards of living for people with social support?” he continued. “This is the basis of our economic model, the essence of the Belarusian welfare state. Suggestions and ideas can be any. Not only those that we, the leadership of the country and the government, offer. I just ask one thing, and you know it well. I repeat: everything must be open and feasible, we have no one to be afraid of."
The second important topic for discussion is social and political development, the role of citizens in the political life of the country and the possibility of amending the basic law. "Another topic is the distribution of power, strengthening the role of local government and self-government. We must bring decision-making centers as close to people as possible, to ensure continuous effective feedback between the government and the population. There should be no artificial constructions because then we will have the opposite effect of such restructuring," the Belarusian leader is convinced.
The president suggested analyzing the geopolitical situation in which the country finds itself as the third topic of the forum.
The fourth block of issues requiring close attention is the saving of values and traditions that allow Belarusians to remain a nation. "We need to devote time to education and culture, the protection of historical memory. In one way or another they determine one of the main areas of state policy - the preservation of the continuity of generations. We can't lose young people. We must hand the country over into reliable hands. Therefore, involving young people in creative activities, ensuring their creative and intellectual development are most important issues for us," the head of state stressed. He also cited the information sovereignty as one of the important topics for discussion at the congress.
"We must consider all the pressing issues and come up with solutions that will satisfy the needs of society. As a result, all Belarusians should see that their opinions are taken into account. This is the essence of the Belarusian democracy," Aleksandr Lukashenko said.

About 60% of Belarusians believe that the current Constitution meets the needs of the society, the head of the analytical center EcooM Sergei Musiyenko told media while commenting on the results of the sociological study "Social Thinking" conducted in the run-up to the Belarusian People's Congress, BelTA has learned.
The block of questions in the survey concerned the constitutional reform. "The basic questions were ‘Do you think the current Constitution meets the needs of the society and the state?' 57.8% of respondents has a positive answer to this question, and 27.3% answered negatively," Sergei Musiyenko said.
The sociological survey was preceded by a telephone survey. Its results were a little different. "60.1% believe that the current Constitution corresponds to the public needs. This is my opinion too. But it turns out that it is shared by the majority of the country's residents," said Sergei Musiyenko.
The national public opinion poll was commissioned by the BelTA news agency. It was conducted from 12 January to 8 February by the analytical center EcooM with the involvement of the Ukrainian Policy Foundation and in cooperation with the sociological centers accredited in Belarus. Using paper questionnaires and tablets, pollsters interviewed 9,896 respondents in 108 localities of all regions of Belarus, sampling the Belarusian population older than 18 by gender, age, level of education, municipality size and region. Statistical sampling error does not exceed 2.5%.
The two-stage field survey was preceded by the pilot telephone survey to prepare the necessary tools and build up the tactics for collecting primary sociological information.
The first stage featured a territorial survey of the economically active population. Following the first stage a decision was taken to conduct the second stage with a wider coverage of different categories of citizens. Respondents were asked to fill in formal questionnaires. Pollsters also asked respondents of their needs and expectations, and collected proposals to improve the government policy in various fields. The emphasis was on open-ended questions.

The vaccination of Belarusian healthcare workers with Russia's Sputnik V coronavirus vaccine is nearing completion, BelTA learned from the press service of the Healthcare Ministry.

Brest Oblast vaccinated more than 91% of those who signed up for the first stage of the immunization program. The figure reached 100% in Vitebsk Oblast, Gomel Oblast, Grodno Oblast and Minsk, 78% in Minsk Oblast, and 94% in Mogilev Oblast.
The Healthcare Ministry added that immunization is critical to ending the pandemic. Vaccination is voluntary. The vaccination of healthcare workers will be completed this week. Simultaneously with that, vaccines will be delivered to employees of educational institutions, care homes, nursing homes and social services - all those whose jobs place them in contact with many people.

On the eve of the Belarusian People's Congress, the police are taking all the necessary steps to ensure public safety, as a large number of people are expected to arrive in the capital city, BelTA learned from the Ministry of Internal Affairs.
The transportation routing for delegates has already been arranged, places for temporary parking of shuttle buses have been chosen. “We ask locals and tourists to keep in mind that on 11-12 February short-term driving restrictions are possible, including due to bad weather,” the ministry said.
Weather forecasts predict heavy snow for Minsk this week. In this regard, drivers and pedestrians need to take into account short-term traffic restrictions on snow clearing routes. Heavy snow might lead to road accidents and traffic jams; thus the police ask drivers to refrain from using personal vehicles if possible.
The main task of the police these days is to prevent offenses, explain the rules of conduct and responsibility. At the same time, law enforcement officers will not allow any unauthorized rallies against the background of an important social and political event. Law and order will be enforced: any illegal actions will be suppressed, and each of them will be given a legal assessment. The police ask citizens to show respect for each other and remember that the order depends first of all on ourselves,” the ministry added.

The squad of Minsk region traditionally ranks among the prize-winners of the Cup of the Belarusian Biathlon Federation among boys and girls, but for the first time was able to become the best in the team event at one of its stages. The historic success happened in Novogrudok.
- Difficult weather conditions - 13-14 degrees of frost - did not become a hindrance for the children, - told MLYN.BY, Alexander Chapkovsky, coach and biathlon teacher at the Pleshchenitsa State Regional Secondary School of the Olympic Reserve. - Snow in Grodno region, as well as throughout the country, piled up above the roof. We drove to competitions, for example, at a speed of about 30 kilometers per hour: the roads are slippery, everything is wrapped in a thick white layer of white blanket. And already on the spot they did everything possible so that the wards would not freeze: hot tea, heaters, warm clothes ... The track was in excellent condition, for which thanks to the organizers.
This, by the way, was the fourth stage of the Cup among boys and girls born in 2002-2005, as well as in the junior group (2006-2009).
- It is difficult for us to compete with representatives of the Vitebsk region, where there are two specialized biathlon schools, - continued Alexander Chapkovsky, - but he said to the guys: “It's hard, but you can?”. I'm glad they got it right.
There were many young shooting skiers of the Minsk region among the champions and prize-winners: Kristina Kudelko, Ulyana Kamornikova, Pavel Matsul, Maksim Pavlovich, Bogdan Maksimenko, Sabina Ankudovich, Alexander Storozhenko.
Some took the most offensive in sports - fourth place.
“Believe me, sometimes such a position is more expensive than any medal,” my interlocutor explained. - For example, Valeria Potryasaeva received a special prize for fortitude. She ran about half a kilometer before the shooting range on ... one ski. In the forest, her mount broke. And, you know, I tried so hard that sometimes her speed was no worse than that of those who had everything in order with their equipment. At the shooting range, she was offered to leave, but she refused. When he saw what had happened, he immediately ran to her for a spare ski. This is the spirit of the girl!..
Chapkovsky also asked to mention the coaches of young biathletes: Alexander Skalsky, Marina Mikhnevich, Valery Yatskevich, Anatoly Sinyuk, Vladimir Alenishko ... Without them there would be no such success.
- And further. In our time, one cannot go anywhere without help. They help us with all their might - transport, inventory, everything else, - said the coach. - I will note the role in this of the head of the main department of sports and tourism of the Minsk Oblast Executive Committee Yevgeny Buloichik, as well as Yaroslav Popovich and Andrei Ordynsky.
