A delegation from the State Forensic Examination Committee of Belarus, led by Chairman Aleksei Volkov, is on a working visit to the Socialist Republic of Vietnam, BelTA learned from the committee.
The visit follows up on agreements reached during interagency cooperation with the Ministry of Public Security of the Socialist Republic of Vietnam. As part of the official meetings, the delegation visited the forensic department of the main police office of Quang Ninh Province.
The delegation members got familiar with the organization of forensic expert activities in Vietnam at the regional level, advanced developments in the field of law enforcement, the digitalization of ongoing processes, and the modernization of the material and technical base.
The parties also discussed matters related to the work of territorial expert units, which will lay the groundwork for expanding the geography of Belarusian-Vietnamese cooperation in the future.
Military personnel bear the greatest responsibility for the country and the people, Belarusian President Aleksandr Lukashenko said during the final review of a comprehensive inspection of the Armed Forces of the Republic of Belarus on 1 April, BelTA has learned.
“In war, everything will matter: the training of officers, the degree of proficiency with weapons, physical fitness, and the condition of weapons and military equipment. This is the foundation for survival and victory in battle,” the head of state said.
“The greatest responsibility for the country, for our people who are peace-loving and friendly in their worldview, rests with each of you,” Aleksandr Lukashenko emphasized.
Nearly 300 people are taking part in the meeting with the head of state, including commanders of the units that were involved in the inspection.
The large-scale inspection of the Armed Forces was conducted in Belarus from 16 January on the orders of the president. A key feature of the inspection was its organization. The head of state put military units on combat alert, bypassing the Defense Ministry and the General Staff. During the inspection, specific goals were set: to see an objective picture, the real state of the troops, and to assess the actions of military personnel. This is precisely why the measures were conducted with an element of surprise.
Residents of the Minsk City Technopark produce high-tech products in demand across many sectors of the economy, Chairman of the House of Representatives of the National Assembly of Belarus Igor Sergeyenko said during a visit to the technopark, BelTA has learned.
“Technopark residents operate in a wide range of fields, producing high-tech goods that are in demand across many sectors of our economy,” Igor Sergeyenko said.
According to him, the state pays great attention to the dynamic development of this sector as one of the most successful areas of the country’s innovation policy.
A broad range of preferences has been created to support technoparks, including tax incentives, rental benefits and state-funded development of the material and technical base of innovation infrastructure entities, the speaker noted.
The meeting at the Minsk City Technopark was focused on the practical examination of law enforcement in the innovation sector.
The legal and organizational framework of the state innovation policy is enshrined in the law “On state innovation policy and innovation activity”, last amended four years ago, Igor Sergeyenko recalled. At the same time, he noted that there is currently no pressing need to introduce further changes, the existing legislation already covers the necessary provisions.
The Minsk City Technopark was chosen as a venue for monitoring law enforcement practices as it clearly demonstrates how legal norms and regulations work in practice.
According to the speaker, this research and production complex holds a key position in the development of innovative entrepreneurship in Belarus and makes a significant contribution to the sustainable development of the national economy. The MPs were able to see this firsthand touring the exhibition of technopark residents’ goods and visiting production facilities.
Belarus has great interest in cooperation with Chukotka. Belarusian President Aleksandr Lukashenko said during his meeting with Governor of the Chukotka Autonomous Area Vladislav Kuznetsov, BelTA has learned.
“Of course, we have great interest in this region. It is a land still waiting to be fully explored, even for us. And generally speaking, what you have is often what we lack,” said Aleksandr Lukashenko. “I can’t say that Russia lacks what we have. Of course, Russia has a great deal. But we will try to compete with Russian products where it counts, in order to win your interest. It’s a very fascinating region, both for me personally and for Belarusians.”
The head of state noted that currently, Belarus and the Chukotka Autonomous Area have virtually no mutual trade. In this regard, he instructed that an agreement be reached within the government on developing bilateral cooperation: “It’s a shame we have virtually no trade with each other. That shouldn’t be the case. So the government needs to come to an agreement on how we will cooperate going forward.”
Among the participants in the meeting from the Belarusian side was a minister whom Aleksandr Lukashenko described as “no stranger to Chukotka.” He was referring to Minister of Sports and Tourism Sergei Kovalchuk, who had served in this region of Russia for three years. He now oversees cooperation between Belarus and the Chukotka Autonomous Area. In this regard, the Belarusian leader instructed Sergei Kovalchuk to explore possible areas of cooperation in greater detail. “You may need to spend your vacation there. Go and see the entire region, so that we’re not working in the dark, and so that you, as a Belarusian comrade and minister, can guide us on what we should do there and where to focus our efforts,” the president added.
The head of state reiterated that for Belarusians, this region is in a sense uncharted territory. “We can hardly even fathom what Chukotka is like, which is a shame. But I believe life isn’t winding down, it’s only starting in earnest, and we will go there,” he said. “The president of Russia and I have spoken a great deal about Chukotka, both in the past and recently. To me, it’s a rather exotic region. Although he [the president of Russia] says: ‘We should go there!’ I ask him: ‘What’s the airfield like, the airport? What kind of plane can land there?’ He tells me all about it.”
Aleksandr Lukashenko noted that the Chukotka Autonomous Area is among the Russian regions that rely on northern deliveries, i.e. the shipment of goods to areas in the Far North. “I know that about three million people live in regions that rely on northern deliveries. This is also very important for us. I hesitate to say that Chukotka will serve as some kind of foothold for us in this regard. I can’t, because I don’t know whether that’s possible or not. But we must explore this possibility, we must engage with this region. Of course, we understand that huge numbers of people cannot live in Chukotka. But our people are there and they want to live a normal life,” Aleksandr Lukashenko said.
“God willing, things will work out for you there, on the very edge of our Fatherland. We are counting on you to be our man on Chukotka, should we ever need advice,” the Belarusian leader concluded.
Belarusian Healthcare Minister Aleksandr Khodzhayev noted an interest in developing cooperation with the DPRK in the healthcare sector as he spoke to the media following the talks between the leaders of the two countries in Pyongyang on 26 March, BelTA has learned.
According to the healthcare minister, the DPRK leader identified healthcare as one of the areas he is very interested in and is ready for deep cooperation.
“We are considering aspects of interaction in areas such as medical treatment and sanitary-epidemiological wellbeing. We are prepared to offer all forms of cooperation in pharmaceutical supply, which is also relevant given that there have already been points of interaction in the past, but they can be much broader and deeper. Therefore, the healthcare sector is relevant and of interest to both sides,” said Aleksandr Khodzhayev.
Belarusian President Aleksandr Lukashenko and Chairman of the State Affairs of the Democratic People’s Republic of Korea Kim Jong Un have signed a treaty on friendship and cooperation between the two countries, BelTA has learned.
The signing of the document became one of the key outcomes of the official talks between the leaders of Belarus and the DPRK.
Aleksandr Lukashenko called the document fundamental, as it clearly and openly sets forth the goals and principles of interaction between the two countries and defines the institutional framework for future mutually beneficial processes.
“The new interstate treaty will serve as a legal foundation that will further guarantee the stable development of bilateral relations,” Kim Jong Un said.
The treaty was signed by the leaders of the two countries, Aleksandr Lukashenko and Kim Jong Un.
Alongside the aforementioned treaty, representatives of Belarus and the DPRK signed a number of additional memorandums and agreements on the sidelines of the visit. These include agreements on cooperation in the fields of education, culture, healthcare, agriculture and agricultural sciences, information and press, physical culture and sports, as well as through the Belarusian Chamber of Commerce and Industry and the foreign ministries.
As BelTA previously reported, Belarusian Minister of Foreign Affairs Maxim Ryzhenkov explained to journalists that this treaty serves as a foundational document that will allow for more active development of bilateral relations. “There is a whole range of areas that interest both the Belarusian and Korean sides. They are all reflected in the corresponding friendship treaty, which will be signed by the leaders of our countries. On the basis of this treaty, we will develop contacts through sectoral ministries and agencies,” the minister of foreign affairs said.
The government has stipulated how much housing the regions are supposed to commission in 2026. Prime Minister of Belarus Aleksandr Turchin has signed the relevant resolution, the Belarusian government’s press service told BelTA.
In line with the resolution a total of 4 million m2 of housing is supposed to be commissioned in 2026. The resolution stipulates quarterly targets, including housing construction as part of government orders, housing construction using state support, and rental housing.
The following quarterly targets have been set for residential housing construction: at least 15% in Q1 2026, at least 35% in H1 2026, and 65% of the annual target in January-September 2026.
The resolution also expands the list of overdue construction projects for the sake of commissioning them depending on their actual state (according to the Council of Ministers’ resolution No.766 of 24 December 2025) with five facilities in Gomel and Grodno. These construction projects have high construction readiness rates and need to be commissioned in order to reduce things to order.
Belarus President Aleksandr Lukashenko has signed decree No.101, which approves the first optional protocol to the Convention on the Transfer of Sentenced Persons for the sake of consequently serving their sentences. The convention was passed on 6 March 1998, the press service of the Belarusian leader told BelTA.
The protocol was signed by the heads of state of the CIS member states in Dushanbe, Tajikistan on 10 October 2025. It provides for charging an authorized representative within the competent authority of each country with the responsibility for prompt interaction on matters related to the transfer of convicted persons to serve their sentences based on the principle of citizenship.
The protocol defines the powers of this official, the procedure for exchanging information, and other measures that will significantly expedite the completion of the formal procedures stipulated by the Convention.
Vitebsk military unit 5524 celebrated the 108th anniversary of internal troops with a flower ceremony on the Alley of Heroes, an exhibition of equipment and weapons, BelTA has learned.
The celebrations began with a commemorative rally at the Alley of Heroes. Guests laid flowers at the portraits of Soviet soldiers who contributed to the liberation of Belarus from the Nazi invaders, and at a star commemorating soldiers of the unit.

Today, the internal troops are a highly mobile, well-coordinated military organization in the Ministry of Internal Affairs, which, given its level of equipment, training, and staffing, can perform any task. The internal troops are a reliable source of sovereignty, independence, constitutional order and territorial integrity of our Motherland,” Colonel Aleksandr Usmanov, commander of the 7th Separate Special Police Brigade, told the media.
He emphasized that great attention is paid to the development of the military-patriotic movement. “This year, the military-patriotic clubs based at the police brigade will celebrate their fifth anniversary. At the moment, there are five military-patriotic clubs that train about 580 students annually. Today, graduating students receive certificates and enroll mainly in military and police universities of catering to the interests of the Ministry of Internal Affairs and the Defense Ministry," Aleksandr Usmanov said.
One of the most famous patriotic-military clubs is Vityaz. "It enrolls 280 children from more than 40 educational institutions in Vitebsk. To join the club every student takes an interview. Working with students is an integral part of the internal troops’ activities. The kids are members of our large and friendly family and are welcome guests at any event. The most important thing is that the guys really like classes at the club, they improve their skills. I can see that they are doing better at school, becoming more self-disciplined. Almost 100% of our students enroll in military and police universities. We watch their progress, academic success, help, give advice and recommendations, and constantly keep in touch with them,” head of the Vityaz club Denis Svirid said.Belarus President’s Aide - Inspector for Vitebsk Oblast Vladimir Yurgevich took part in the celebration. He congratulated the servicemen and praised their high contribution to the education of the younger generation.
Belarus President Aleksandr Lukashenko heard a report from Agriculture and Food Minister Yuri Gorlov on 18 March, BelTA has learned.
The two main sections of the report delivered to the head of state focused on the start of the spring field work and, first and foremost, the sowing campaign as well as export sales of Belarusian food.
The head of state was informed that the sowing of early spring crops had already begun in most of the country except for Vitebsk Oblast due to peculiar natural and climatic conditions in this northern region. High readiness rates of vehicles and machines had been secured. It will allow doing the necessary amount of work within an optimal timeframe.
The report as a whole also touched upon plans to sow other crops. Special emphasis is made on corn during the current season. Aleksandr Lukashenko reaffirmed his earlier instructions for agrarians to secure a gross cereal yield at least on par with last year’s.
As for the export of food, Yuri Gorlov told Aleksandr Lukashenko that positive trends are shaping up. An increase has been registered in comparison with 2025. Dairy products and meat products of Belarusian make enjoy steady demand. The minister remarked that taking into account the current prices on the global market all the chances are available for securing a food export figure this year that exceeds last year’s record high.
Active work is in progress to expand the geography of export shipments. Belarusian foods are now shipped to a total of 117 countries across the globe at present.
