The National Academy of Sciences of Belarus (NASB) and the Siberian Branch of the Russian Academy of Sciences have signed a roadmap of scientific and technical cooperation in promising areas for 2023-2025, BelTA learned from the press service of the National Academy of Sciences of Belarus.

The document was signed by First Deputy Chairman of the Presidium of the National Academy of Sciences of Belarus Sergei Chizhik and Deputy Chairman of the Siberian Branch of the Russian Academy of Sciences Nikolai Pokhilenko. The signing of the roadmap took place during the visit of the Novosibirsk Oblast delegation led by Minister of Science and Innovation Policy Vadim Vasilyev to the National Academy of Sciences of Belarus.

“The roadmap includes six blocks of cooperation areas. These are the research of new materials for application in the real sector of the economy within the SKIF megascience project; a complex of import-substituting physical, technical and chemical technologies; innovative technologies of the agro-industrial complex, advanced biotechnologies, information technologies and unmanned aerial vehicles. Within these areas, Belarusian and Siberian scientists are planning to work on more than 30 projects,” the press service said.

The parties discussed the current state of scientific and technical cooperation between scientists of Belarus and Russia, areas and mechanisms for further promotion of joint activities of scientists in the interests of the real sector of the economy of the two countries.

Members of the Novosibirsk Oblast delegation got familiar with the permanent exhibition of the National Academy of Sciences of Belarus “Achievements of Domestic Science for Production”, visited the Scientific and Practical Center for Materials Science of the National Academy of Sciences, the A.V. Lykov Institute of Heat and Mass Transfer, the State Research and Production Association of Powder Metallurgy, and the United Institute of Mechanical Engineering of the National Academy of Sciences of Belarus.

Belarusian President Aleksandr Lukashenko suggested joining efforts to Russia's Novosibirsk Oblast in artificial intelligence and unmanned aircraft systems as he met with Governor of this Russian region Andrei Travnikov in Minsk on 10 October, BelTA has learned.

Cooperation with Novosibirsk is currently based on supplies of agricultural and mining equipment, the president said.

“We know, however, that the area of activity is much wider here. We have an opportunity to help you solve issues with the renewal of the passenger transport and other equipment,” Aleksandr Lukashenko said. He cited the modernization of trams at the facilities set up by Belkommunmash in Novosibirsk Oblast as a good example of such industrial cooperation.

Since Novosibirsk is, in fact, the administrative center of Siberia, the project, according to the Belarusian leader, can and should be scaled up to meet the needs of other regions for mutual benefit.

In this regard, the president instructed the government to make sure that Belarus was represented by a high-level official in the joint body that is engaged in the development of trade and economic cooperation between Belarus and Novosibirsk Oblast.

According to the head of state, Belarus has now set a course to structure its opportunities in Russia. “Today the demand for Belarus is big, but we are not very big as a country. Therefore, we need to decide on the centers, through which we will be working with the Russian Federation,” Aleksandr Lukashenko said. One of such centers will be located, for example, in Novosibirsk, given the geographical location and importance of this region. “Novosibirsk is half of Russia, at least beyond the Urals. Therefore, our interests should be concentrated here, and not only in the direction of Novosibirsk, but the entire Siberian region. We will make the corresponding decision in the government in the near future and will start developing a center of competences and a center of trade in Novosibirsk to work in the vast space of the Russian Federation (I know you will support this),” the president added.

Belarus' main exports to the Russian region comprise food products and agricultural raw materials. “I am sure that by cooperating in the agro-industrial sector - from rural construction to biotechnology - we will be able to do much more than we are doing now,” the president said. “The same is true about science and education. After all, it is no coincidence that Novosibirsk, which is home to a branch of the Russian Academy of Sciences and nearly a hundred institutes, research centers and universities, is unofficially called the scientific and student capital of Siberia.”

The scientists of Belarus and the Russian region have always maintained close ties. There is interaction, plans and projects, but, according to the president, the parties need to accelerate and fill them with specific contents. “For example, we can join our efforts in promising, very important new areas, which are artificial intelligence and unmanned aircraft systems, taking into account the tasks of import substitution and technological sovereignty with a view to advanced development,” the head of state said.

In terms of humanitarian and cultural cooperation, Aleksandr Lukashenko expressed gratitude to the head of the Russian region for the performance of the Siberian Russian Folk Choir in Minsk. “Belarusians love this choir and talented performances and are always happy to welcome guests,” the president said. He instructed to take a serious approach to the organization of the Days of Belarus in Novosibirsk Oblast in autumn 2024. The Days of Culture of Novosibirsk Oblast in Belarus are due to take place in spring 2024.

“We have every opportunity to considerably increase trade and strengthen ties in science and education, humanitarian and other areas,” the Belarusian leader emphasized. “I guarantee you that all our agreements will be unconditionally fulfilled, in full and in time.”

На должность заместителя председателя Воложинского райисполкома назначен ШУПЕНЬКО Владислав Станиславович. Курирует вопросы строительного и дорожного комплекса, газоэнергоснабжения, жилищно-коммунального хозяйства, благоустройства, водоснабжения, коммуникаций, энергосбережения.

Владислав Станиславович родился в 1994 году в городе Молодечно. Образование высшее. В 2017 окончил учреждение образования “Полоцкий государственный университет”.

С 2017 по 2018 годы занимал должность ведущего специалиста дочернего унитарного предприятия «УКС Воложинского района».

С 2018 по 2020 работал главным специалистом, а затем заведующим сектора архитектуры и строительства Воложинского райисполкома.

Занимаемая должность до назначения – начальник отдела архитектуры и строительства Молодечненского райисполкома.

We have nominated the Belarusian art of vytsinanka and the Neglyubka textile tradition for inclusion into the UNESCO list, Gennady Khodor, a consultant at the Department for the Protection and Registration of Historical and Cultural Values at the Historical and Cultural Heritage Department at the Culture Ministry of Belarus, said at a press conference to mark the Day of Cultural Workers on 5 October, BelTA has learned.

"This year we have submitted two more nominations to UNESCO: Belarusian Neglyubka textile tradition in Gomel Oblast and Vytsinanka, the traditional art of paper cutting in Belarus,” Gennady Khodor said. He clarified that the second nomination has already been included in the 2024.

At the end of last year, at its 17th session in Morocco, the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage of UNESCO decided to inscribe the Belarusian nomination “Straw weaving in Belarus, art, craft and skills” on the Representative List of the Intangible Cultural Heritage of Humanity

According to Gennady Khodor, straw weaving is widespread throughout Belarus. This craft is practiced in 200 places of the country. “This is our cultural brand, this is our Belarusian ‘gold',” he said.

Belarusian straw became the fifth national element inscribed on the UNESCO World Intangible Cultural Heritage lists along with Kalyady (Christmas) Tsars in the village of Semezhevo, the Celebration in Honor of the Budslau Icon of Our Lady (Budslau Fest) in Budslau, Myadel District, Minsk Oblast, the Jurauski Karagod spring rite in the village of Pogost, Gomel Oblast, and the Tree Beekeeping Culture of Belarus in Lelchitsy District, Gomel Oblast.

Gennady Khodor revealed the plans to propose the Belarusian bagpipe playing tradition for inclusion in the UNESCO list next year. “Bagpipe playing is not as widely represented in the country as we would like it to be, with about 30 professionals and some 100 amateurs practicing it. Bagpipe is played in Vitebsk Oblast, Brest Oblast, Mogilev Oblast, Minsk Oblast and the city of Minsk,” he said.

Four sites located in Belarus are inscribed on the UNESCO World Heritage List. “In total, Belarus is represented in the international UNESCO lists by nine objects,” Gennady Khodor said.

Belarusian President Aleksandr Lukashenko met with Director General of the Russian Export Center Veronika Nikishina, BelTA has learned.

The head of state highly praised the role of the center. Export promotion is one of the most important lines of activity in modern life, essential for any state.

"Recently, you have been watching the development of the relations between Belarus and Russia. Your powerful group of companies is at the crossroads of all these relations. You have certain reserves and resources, both administrative and financial, in terms of support of the relations between Belarus and Russia," Aleksandr Lukashenko said.

"Therefore, it was very important for me to meet with you and discuss issues. Maybe you have something to offer. You mostly definitely have. You have experience in this regard. We have here Belarus' chief economist [First Deputy Prime Minister Nikolai Snopkov]. We want him to hear our discussions and to make a lot of efforts to support our cooperation," the Belarusian leader stressed.

Aleksandr Lukashenko also noted the work of Veronika Nikishina in her previous post at the Eurasian Economic Commission, where she was a member of the Board (Minister) for Trade.

“We had a brief meeting once. I remember it very well. It was during the elections to the Eurasian commission. A lot of time has passed since then. You work in the new position,” he said.

Veronika Nikishina thanked for the opportunity to meet. “I represent the group of companies of the Russian Export Center. These are four organizations united into one holding company. Two organizations provide financial support, the other two - non-financial support. Given the strategic importance of trade and economic cooperation between the Russian Federation and Belarus, Belarus is a key country for us, where we implement our entire arsenal of financial and non-financial measures in the interests of Russian and Belarusian companies. All our efforts are meant to benefit our economies,” she said.

“We discussed the ways to maximize the potential and tools to create favorable conditions for the work of Russian and Belarusian companies, Veronika Nikishina told the media after the meeting. "In general, our cooperation and our tools are concentrated in three areas," the head of the export center said.

The first is to directly support Russian non-resource non-energy exports to Belarus by means of cheapening, reducing costs, and finding partners. Over the 10 years of cooperation in this direction, more than $9 billion worth of Russian exports have been delivered to Belarus with the help of such support measures.

The second area came on the center's radar last year, when the mandate was expanded to support imports. "This is the provision of assistance to Belarusian companies that are ready to offer spare parts and equipment for Russian enterprises that are now being created to replace imports and to export products in the future. We have already carried out several such transactions to support Belarusian priority imports for Russia. But we are only at the beginning of the journey. Now we have discussed the new projects in which we will expand our capabilities," Veronika Nikishina said.

The third area is the participation in large and important investment projects, carried out with the help of preferential financing. “We are glad that a number of landmark projects, such as the modernization of Grodno Azot, have already been implemented in Belarus with our financial support. We are currently discussing 17 new investment projects, important for the cooperation between our countries. We can be useful here, as well,” the director general of the Russian Export Center said.

The parties also discussed a number of other opportunities to boost cooperation - from sharing experience and best practices to coordinated actions to support joint exports abroad. “We can already boast projects where our insurance agencies carried out joint transactions to support Belarusian exports in third markets or jointly produced exports. We are ready to share all expanding services of the Russian Export Center with our Belarusian colleagues. This is also one of the areas of cooperation we have discussed today,” Veronika Nikishina said.

Всемирный день хосписной и паллиативной помощи отмечается во вторую субботу октября. В 2023 году этот день приходится на 7 октября.

Цели Всемирного Дня хосписной и паллиативной помощи заключаются:

• в повышении информированности мировой общественности о проблемах паллиативной помощи и хосписов,
• в содействии созданию условий для того, чтобы люди могли выразить свои мнения о проблеме;
• в повышении понимания медицинских, социальных, практических и духовных потребностей людей, имеющих неизлечимые заболевания и членов их семей;
• в содействии становлению и развитию благотворительных фондов, способных поддерживать и развивать движение хосписной и паллиативной помощи во всем мире.

Первый хоспис в Советском Союзе был создан в Санкт-Петербурге в 1990 году.

В Беларуси первой организацией по оказанию данного вида помощи является общественная благотворительная организация «Белорусский детский хоспис», который осуществляет свою деятельность с октября 1994 года.
Паллиативная помощь – это комплексный подход, цель которого – обеспечить максимальное качество жизни пациента с неизлечимым (смертельным) заболеванием и членов его семьи, путем предупреждения и облегчения страданий благодаря раннему выявлению и точному диагностированию (оценке) возникающих проблем и проведения адекватных лечебных мероприятий (при болевом синдроме и других нарушениях жизнедеятельности), а также предоставление психосоциальной и моральной поддержки.

Основными принципами паллиативной медицинской помощи являются:

• доступность паллиативной медицинской помощи;
• непрерывность мероприятий паллиативной медицинской помощи;
• избавление от боли и облегчение других проявлений заболевания;
• индивидуальный подход;
• комплексный подход.

Паллиативная медицинская помощь оказывается государственными организациями здравоохранения и иными организациями:

• в стационарных условиях;
• в амбулаторных условиях- в кабинетах (центрах) паллиативной медицинской помощи;
• в условиях отделений дневного пребывания;
• вне организаций здравоохранения- выездной патронажной службой паллиативной медицинской помощи кабинета (центра) паллиативной медицинской помощи.

Настоящая хосписная и паллиативная помощь призвана удовлетворить физические и духовные потребности больного, она дает возможность тяжелобольным людям жить без боли, страха и одиночества.
