В разгар отопительного сезона количество происшествий из-за нарушений правил безопасности при эксплуатации печного отопления традиционно растет. Неправильное использование печи может привести не только к пожару, а иногда и к гибели. Рекомендации МЧС о том, как избежать беды, – в следующем материале.
Пользуясь газовыми колонками или печами, необходимо помнить, что угарный газ не имеет цвета и запаха. Он образуется при любых видах горения, а также содержится в составе выхлопных газов. Первый признак – человек начинает чувствовать головную боль и удушье. При высокой концентрации наступает потеря сознания и паралич. А если концентрация газа в воздухе более 1,2 % – человек умирает за несколько секунд.
Для того, чтобы не получить отравление угарным газом, помните, что нельзя преждевременно закрывать заслонку печей, т.е. пока угли полностью не прогорят. При этом топить печь нужно не менее чем за два часа перед отходом ко сну.
Спасатели-пожарные предлагают запомнить также ряд других правил:
- в сильные морозы топить печь рекомендуется два-три раза в день не более чем по полтора часа. Это позволит избежать ее перекала;
- в печи не должно быть трещин и щелей, а дымоход должен иметь хорошую тягу и быть побелен известковым раствором. Делается это для того, чтобы на белом фоне можно было заметить появляющиеся со временем трещины;
- в отопительный сезон очищайте дымоход от сажи не менее одного раза в 2 месяца;
- печь и дымовая труба в местах соединения с деревянными перекрытиями должны иметь утолщение кирпичной кладки или разделку;
- чтобы случайно выпавшие горящие угли не привели к пожару, прибейте перед топкой на деревянном полу металлический лист размерами не менее 50х70 см. Его можно выполнить из негорючего кирпича;
- ни в коем случае не используйте при растопке легковоспламеняющиеся и горючие жидкости;
- не оставляйте открытыми топочные дверцы и топящуюся печь без присмотра. Это прямой путь к пожару;
- держите не менее чем в полутора метрах от печи одежду, мебель, дрова и другие горючие материалы;
- золу и перегоревшие угли выбрасывайте не ближе 15 метров от строений;
- не оставляйте без присмотра топящуюся печь и не позволяйте детям самостоятельно их растапливать.
An authorized body will be set up in Belarus to protect personal data, Andrei Pavlyuchenko, the Head of the Operations and Analysis Center under the President of the Republic of Belarus, told the media following the meeting with the head of state, BelTA has learned.
At the meeting, Aleksandr Lukashenko recalled that in May 2021 a law was adopted to protect people's rights while processing their personal data. “The government and the Operations and Analysis Center believe that a separate authority should be set up to supervise the observance of this law,” Aleksandr Lukashenko said. He stressed that the issues of personal data protection are important for the society and urged to solve the problems in this area. "People are concerned about this," the head of state stated.
Andrei Pavlyuchenko informed the president about the results of the preparatory analysis and suggested the options in this regard, including taking into account international practice.
“The law on personal data protection comes into force on 15 November, and the president supported the initiative of the Operations and Analysis Center to set up an authorized government body to be directly responsible for these issues. In our opinion, it is a step forward. In today's world, protection of any information is the cornerstone of public safety. This does not mean, however, that we will solve all the relevant problems tomorrow,” Andrei Pavlyuchenko said.
The new body will be called as the national personal data protection center. It will be responsible, among other things, for lawmaking in the area, raising awareness about the importance of personal data protection.
“This body will operate autonomously and independently and will cooperate freely with public and private entities. It will monitor the circulation of personal data, its legality, and compliance with rules and regulations,” said Andrei Pavlyuchenko.
The national personal data protection center will be authorized to hold violators of the legislation accountable.

It I essential to ramp up the use of electric transport in Belarus, Belarusian President Aleksandr Lukashenko said as he met with the senior officials of the Council of Ministers on 22 October, BelTA informs.
The head of state emphasized that this is one of the most promising industries. “The global practice shows that the decision to develop electric transport and introduce infrastructure for it was right. Virtually all countries are doing it today. It is also important for us as we do not have abundant oil resources and have recently launched the Belarusian nuclear power plant,” he said.
Apart from the purely economic dimension, the ecological aspect is also important. Therefore, we should step up efforts to create necessary conditions for the operation of this new sector, the president remarked.
A year ago a decision was made to stimulate the interest of the population in buying electric cars. The government believes that this tactic proved effective. “Now it is essential to introduce additional stimuli,” Aleksandr Lukashenko said.
The president asked the participants of the whether these stimuli will help satisfy the demand for electric vehicles in passenger and commercial transportation. He also asked if these measures will make these vehicles more affordable for people and business.
“Apart from that, don't forget about the infrastructure. Quick-recharge stations should be available all over the country. As of today, only 10% of petrol stations offer such services. We need more. I have recently discussed it with the person who is in charge of it – the director of Belorusneft. I gave him an instruction, all issues were addressed, and now he has all tools for the development of this business. Necessary equipment is produced in Belarus. I want you to tell me about the consequences of such decisions,” Aleksandr Lukashenko said.

Государственное учреждение «Воложинский районный центр гигиены и эпидемиологии» информирует, что Постановлением Министерства здравоохранения Республики Беларусь 20 октября 2021 г. № 111 внесены следующие изменения в Санитарные нормы и правила «Требования к организации и проведению санитарно-противоэпидемических мероприятий, направленных на предотвращение заноса, возникновения и распространения гриппа и инфекции COVID-19», утвержденные постановлением Министерства здравоохранения Республики Беларусь от 29 декабря 2012 г. № 217:
подпункт 41.1 изложен в следующей редакции: «обеспечение руководителями объектов, организаций контроля за использованием средств защиты органов дыхания работниками, физическими лицами при посещении объектов, организаций при отсутствии возможности организации условий для соблюдения социальной дистанции (1–1,5 метра).
(Под использованием средств защиты органов дыхания подразумевается закрытие средствами защиты органов дыхания рта, носа и подбородка).
Исключен пункт 41.1., в котором было указано, что физические лица при посещении объектов, организаций обязаны использовать средства защиты органов дыхания и соблюдать социальную дистанцию (1–1,5 метра).

Belarus should continue to be a presidential republic, but the power within the country should be balanced, Belarusian President Aleksandr Lukashenko said at a meeting with a working group on finalizing the draft constitutional amendments on 21 October, BelTA has learned.
The head of state noted that the self-exiled opposition is trying to convince everyone that the new Constitution is being drafted to meet the needs of the incumbent president. Aleksandr Lukashenko debunked this myth: according to him, it is the existing Constitution that secures a strong presidential power. “To be frank, the existing Constitution accommodates the president the most. According to the opposition's criteria, this is the best Constitution any president can dream of. This Constitution is really very tough. Many experts say that we have an authoritarian government due to this Constitution; this is true. We explained why we drafted this Constitution and why it caters for the president. Thus, any other Constitution will be ‘weaker' or, as they say, ‘more democratic' than the current one,” Aleksandr Lukashenko said.
According to the head of state, the time has come to redistribute the powers between the authorities at the constitutional level. Their duties and areas of responsibility should be split, but the country should still remain a presidential republic, Aleksandr Lukashenko is convinced. According to him, this idea is upheld by the overwhelming majority of Belarusians, as they support a strong presidential power.
“I strongly believe that Belarus should be a presidential republic if we want to retain the country. And the Belarusian People's Congress is being involved not because someone in attendance or the incumbent president is craving to lead it, but in order to maintain the system of checks and balances, as lawyers say. This is one of the fundamental things – checks and balances; all laws and legislative acts, and above all the fundamental law, rely on checks and balances” Aleksandr Lukashenko said.
The president stressed that the new Constitution should be drafted taking into account constructive opinions of Belarusian citizens disregarding what self-exiled opposition says. “We will hear them, whether we want it or not, but if we respond to every this and that coming from people living in Poland or Lithuania and working off the money received from Americans, Germans and others, we will have no time to work and take care of our own people, and we will not be able to address any issue, be it COVID or the sanctions,” Aleksandr Lukashenko said.
According to the head of state, the task of the working group is to carry on the work started by the Constitutional Commission. “Naturally, the working group consists of experienced statesmen and executives, people from all walks of life. It is they who should shape the new Constitution. The main thing in the work of this group is to prevent the loss of balance in the system of government. It is important to avoid the overlapping of functions and authorities of key government agencies and to ensure the coherence of their work,” the Belarusian president said.
A reminder, at the expanded meeting of the Constitutional Commission on 28 September the head of state determined who and how would finalize the draft Constitution prior to the referendum. Upon his instruction, a working group was set up to finalize the draft amendments to the country's fundamental law.
“I will meet with them often to answer some questions. And before submitting that draft Constitution to the nationwide discussion, we will meet again in the same composition. The commission will not be disbanded, it will not disappear. It will keep working. After a nationwide discussion a group of lawyers will review each line and write down the document in legal language before putting it to the referendum. That's what the lawyers will do. And this group should consist not only of lawyers. This group should include specialists, including economists and executives,” Aleksandr Lukashenko said.
According to the president, the referendum on the new Constitution of Belarus will take place no later than February 2022.

The Brest Oblast Union of Trade Unions and the Federation of Trade Unions of Russia's Rostov Oblast signed a cooperation agreement, BelTA learned from the press service of the regional association.
The Rostov delegation came to Brest with this purpose. Actually, two regional trade union organizations of Belarus and Russia extended the agreement of 2017, making certain adjustments and additions to it. In particular, the parties intend to strengthen work at the level of sectoral trade unions. They are set to exchange experience on topical trade union problems online and in person in the post-COVID period.
"Unfortunately, the negative processes that developed in the Russian economy at the turn of the 2000s weakened a number of our sectoral trade unions. First of all, they affected the agricultural sector and construction and created certain difficulties in protecting the legal and socio-economic interests of workers. Brest Oblast has retained a fairly large trade union membership and this experience is important to us," said Aleksandr Lozychenko, Chairman of the Federation of Trade Unions of Rostov Oblast.
The new agreement also focuses on the possibility of mutual use of health resorts of trade unions. The parties also agreed to coordinate their actions and positions in international matters, and if necessary, to provide legal and other assistance to members of trade unions of the other country on their territory.
"International cooperation is important for Belarusian trade unions. We are always ready to learn from others and to share our experience in a variety of areas. We have long-standing contacts with Rostov Oblast, and we will strengthen them. I am sure that the cooperation will be fruitful," Chairman of the Brest Oblast Association of Trade Unions Mikalai Shum noted.

Именно поэтому работники Воложинского райотдела по чрезвычайным ситуациям проводят профилактические рейды, в ходе которых дают важные рекомендации по устранению выявленных нарушений. На особом контроле одинокие и одиноко проживающие граждане.
В ходе рейдов особое внимание уделяется наличию в домах автономных пожарных извещателей и их работоспособности, эксплуатации электросетей и электропроводки, а также исправности печного отопления.
– Печь должна быть правильно сложена и исправна. Поверхности труб и стен, в которых проходят дымовые каналы, должны быть без трещин, а на чердаках – оштукатурены и побелены, чтобы вовремя заметить трещины и устранить их, ведь малейшая искра, которая вылетит наружу, может привести к пожару. Ковры и дорожки должны быть убраны от печи подальше. Негорючий лист размерами не менее 50х70 сантиметров – должен быть в обязательном порядке. И не забывайте о том, что дверца топящейся печи должна быть закрыта. Не оставляйте без присмотра топящиеся печи, не перекаливайте их, а также не поручайте надзор за ними детям, – призывали граждан спасатели.
I am cautiously optimistic about the current situation with coronavirus in Belarus, Belarusian President Aleksandr Lukashenko said as he talked to employees of Minsk Oblast Clinical Hospital on 20 October, BelTA has learned.
The medical staff is tackling another rise in the coronavirus incidence rate and we are thankful to them, the head of state noted. "I see that you are dealing with many difficulties, as probably doctors everywhere, but you are coping with this. Therefore, I thank you very much," the president said.
According to him, some regions are witnessing a decrease in the incidence growth rate. The number of patients is still increasing, but not as rapidly as it was two weeks ago. "There is this general trend in the country. Therefore there is cautious optimism that we will make it through. We will definitely make it through," Aleksandr Lukashenko said.
Addressing medical workers, the head of state stressed the importance of providing routine medical care whatever the circumstances, difficulties. "Imagine that there is a war and we are living in wartime. We cannot deprive people of medical care now,” the Belarusian leader said. “If a person cannot see a doctor in a polyclinic or is not admitted to a hospital, he begins to worry. Seeing a doctor puts a sick person, a patient or just an elderly woman on the path o f recovery. Therefore, in no case should it be suspended."

The defense ministries of Belarus and Russia held a session of the joint collegium in Moscow on 20 October, BelTA learned from the Defense Ministry.
“The decisions adopted at today's meeting are aimed at advancing cooperation between the defense ministries of Belarus and Russia and will contribute to bolstering military security of the Union State. Priority will be given to the regional grouping of troops of the Armed Forces of Belarus and Russia, as well as joint military systems,” the ministry said.
Operational and combat training will remain an important area of bilateral cooperation. The largest event will be a joint exercise Union Shield which is due to take place in 2023.
In order to develop cooperation in state aviation safety, the defense ministries will prepare proposals to improve procedures for exchanging information about risk factors to aircraft. The parties will continue cooperation in radiation, chemical and biological protection, electronic warfare, and also topo-geodetic and navigational support.
The parties reviewed the work done since 2018 to improve military infrastructure facilities planned for joint use to support the regional grouping of troops.
