State Secretary of the Security Council of the Republic of Belarus Aleksandr Volfovich visited Ostrovets District of Grodno Oblast on 13 October, BelTA has learned.
The state secretary met with local authorities, discussed the social, political and economic situation in the region, studied the operation of the Belarusian nuclear power plant and progress in its further construction.
In addition, Aleksandr Volfovich inspected a military unit of the internal troops that protect the Belarusian nuclear power plant and awarded distinguished servicemen.
After visiting the nuclear power plant, Aleksandr Volfovich told journalists that the ongoing energy crisis and the subsequent rise in energy prices made it clear that the head of state was absolutely right when he took a decision to build the plant.
“Belarus will never beg for energy sources. Having the nuclear power plant, the country will be provided with a reliable, efficient, environmentally friendly source of energy for decades to come. The Belarusian nuclear power plant has become one of the elements of sustainable development. It is able to give a new impetus to the country's development and strengthen its independence, energy and economic self-sufficiency,” he said.
At the same time, Aleksandr Volfovich drew attention to the fact that the Belarusian nuclear power plant still stands in the way of some European politicians involved in internal intrigues.
“You can see how Lithuania is whipping up the hysteria around the Belarusian NPP. They tirelessly repeat that it poses a mythical threat both to them and to the entire global community,” Aleksandr Volfovich noted. “I believe that Lithuania is on a ‘little revenge crusade' for its erroneous decision to shut down the Ignalina nuclear power plant. Moreover, its dismantling poses an environmental threat for the entire region. I urge the European nuclear safety regulators to pay due attention to the existing problems at the Ignalina NPP rather than to engage in the artificial politicization of this issue. As far as we know, everything is far from well there."
Aleksandr Volfovich noted that the negative statements of some European politicians against Belarus and the Belarusian NPP contradict common sense and look especially cynical and absurd as the governments of ten EU countries announced the intent to intensify the development of nuclear energy in order to protect European consumers from rising prices. Last year the neighboring Poland approved a program to build two nuclear power plants (3 power units each) in the north and in central parts of the country with American funding and to the American design. Lithuania has filed no objections to this.
About 450 nuclear units are currently in use around the world. Fifty more are being constructed. None of the developed countries has abandoned the use of nuclear energy, which is explained by the relative cheapness of such generation and high productivity of nuclear installations.
The state secretary of the Security Council has once again reaffirmed that the safety system of the Belarusian NPP meets the highest international standards. "The safety of the Belarusian NPP is the unconditional priority for our country," Aleksandr Volfovich said.

Belarusian President Aleksandr Lukashenko signed Decree No.389 “On the use of family capital” on 12 October, BelTA learned from the press service of the Belarusian leader.
The document improves mechanisms to support large families. The decree provides for the early use of family capital (starting from 1 January 2022) to improve housing conditions: purchase a share in residential dwelling, as a result of which a large family becomes the owner of the entire housing; repay loans provided by organizations at the place of work of a family member for the construction or purchase of housing; repay debt on loans extended to banks under the debt transfer agreement (debt acceptance).
Family capital can also be used ahead of schedule to receive education in institutions of higher and specialized secondary education of consumers cooperative societies and higher education institutions of the Federation of Trade Unions of Belarus (FTUB), to get medical products to perform complex and high-tech interventions in orthopedics, to purchase goods for social rehabilitation and integration into society for children under the age of 18 with visual impairments, musculoskeletal disorders.
The decree also regulates issues in part of excluding cases of unjustified use of family capital.

Количество разнообразных электроприборов в современных квартирах и домах растёт с каждым годом, ведь прогресс не стоит на месте. Нынешние электроприборы удобны в обращении, более эффективны и, как правило, выгодны экономически. Ежедневное использование бытовой техники облегчает жизнь каждому, однако многие забывают, что ее эксплуатация, прежде всего, должна быть безопасной! Ведь случаи возгорания оставленных без присмотра, включенных в сеть, электроприборов ежегодно составляют около 15% всех пожаров.
Микроволновая печь, телевизор, компьютер, подзарядное устройство, стиральная машина – это лишь небольшой перечень электроприборов, которые зачастую остаются включенными в розетку, в то время как «их владельцы» находятся на работе! Людей сложно убедить в том, что перегружать электрическую сеть, оставлять электроприборы в режиме «ожидания», использовать неисправные электроприборы крайне опасно. По каким-то причинам люди до сих пор думают, что выключить электроприбор и оставить его в «режиме ожидания» это одно и то же. Например, для того, чтобы выключить телевизор либо компьютер необходимо всего лишь нажать кнопку на пульте, либо экране. Последствия такой беспечности могут привести не только к нарушению работы техники, но и к более печальному исходу….
В апреле минувшего года загорелась одна из квартир в Новогрудке. На момент пожара в квартире никого не было. Пенсионерка, затеяв стирку, включила стиральную машину, а сама отправилась в магазин. В результате короткого замыкания электропроводки стиральной машины произошел пожар. Подъезд быстро заполнился плотным дымом. Работники МЧС эвакуировали 15 человек. Обошлось без пострадавших.
Месяцем позже пожар произошел в многоэтажке Волковыска – едва не лишилась жизни хозяйка. На этот раз загорелся телевизор. Так называемый «режим ожидания» оказался вовсе небезопасным. Ввиду того, что металлическая дверь в квартиру оказалась заперта, в окно 4 этажа спасатели поднимались при помощи автолестницы. С применением маски для спасаемого хозяйку вынесли на чистый воздух. Женщина была госпитализирована.
Ничто не предвещало беды в летнее июльское утро в одной из квартир г. Лиды. Спасателям о пожаре сообщили встревоженные соседи. Подразделения МЧС незамедлительно направились к месту вызова. Из окон кухни шел густой дым. Загорелась микроволновая печь. На момент ЧП хозяин спал… А спустя пару месяцев в Гродно в квартире загорелся оставленный без присмотра утюг. К счастью, кроме утюга и гладильной доски, имущество осталось целым. Да и сам хозяин не пострадал.
Такие пожары, к сожалению, не редкость. Из-за человеческой беспечности ЧП могут возникать по самым нелепым причинам, которых можно было бы избежать, проявив серьезность и бдительность. В прошлом месяцев многоэтажек г. Гродно пожар произошел из-за короткого замыкания электропроводки кухонной вытяжки – теперь хозяевам придется делать ремонт в кухне.
С постоянным ростом различных гаджетов, особого внимания заслуживают подзарядные устройства. Для обычного человека стало нормой, уходя из квартиры сутками оставлять зарядное устройство в розетке, ведь так гораздо проще и удобнее. Однако, оно все равно остается под напряжением и потребляет электроэнергию со всеми возможными последствиями. Помните, заряжать любые гаджеты нужно только в вашем присутствии, а зарядив, обязательно вынуть из розетки подзарядное устройство. Ведь, оставляя его в розетке, мы и не задумываемся над тем, что в сетях бывают скачки напряжения. Ваше устройство может не только задымиться, но и стать причиной пожара.
В одной из пятиэтажек г. Бреста загорелась квартира. В то время как заряжался мобильный телефон, 20-летний парень занимался своими делами. ЧП он заметил лишь в тот момент, когда уже загорелась кровать из-за короткого замыкания зарядного устройства телефона. По той же причине пожар произошел в храме Иконы Божией Матери «Нечаянная Радость» в Новополоцке. Сигнал спасателям поступил в первом часу ночи. Выяснилось, что очаг пожара находился в комнате отдыха, где был оставлен подзаряжаться телефон. К счастью, никто не пострадал.
Каждый раз, используя бытовую технику, не забывайте о том, что это электрооборудование при неправильной эксплуатации может быть опасным. Светящаяся лампочка у телевизора, компьютера и любой другой техники – это небезопасный режим работы электроприбора, поэтому, выходя из дома или ложась спать, отключайте все источники электричества из сети.
Принципы безопасного использования электроприборов в быту:
1. Не включайте в одну розетку одновременно несколько электроприборов.
2. Уходя из дома не оставляйте электроприборы в «режиме ожидания» (телевизоры, микроволновые печи, мультиварки, подзарядные устройства, ноутбуки и т.д.).
3. При эксплуатации электроприборов соблюдайте «Инструкцию по применению». Не используйте электроприборы не по назначению!
4. Периодически проверяйте исправность электропроводки;
Запрещается:
- вешать бумажные абажуры на электролампочки;
- пользоваться неисправными электроприборами;
- оставлять электрообогреватели включенными на ночь;
- оставлять без присмотра электроприборы (утюг, плойку, фен и т.д.), подключенные к сети.
Fair attitude to every person is the main requirement for the education system, Belarusian President Aleksandr Lukashenko said at the meeting held on 12 October to discuss the legislative improvement of the national education system, BelTA informs.
The head of state remarked that the world is changing very quickly, and the national education system should promptly adjust to the spirit of the times. “As the head of state, I insist that the education system should, first of all, prioritize fair attitude to every person, provide equal education opportunities,” Aleksandr Lukashenko stressed. “Fairness is key. These are the first steps of our future citizens. Therefore, these first steps must be made in the atmosphere of honesty and fairness.”
The president wanted to listen to the opinions of all participants of the meeting regarding the proposed innovations. In his words, it is also essential to assess the readiness of the Belarusian education system to embrace new approaches envisaged in the education code and enrollment rules. “What will these innovations give our country, students, teachers?” the head of state wondered. “For example, I would like to be informed about the introduction of the national state exam, the expansion of targeted education schemes. Will the abovementioned principle be observed if we use this approach?”
According to Aleksandr Lukashenko, when making such changes it is important not to lose an opportunity to see every college or university applicant. “Let's decide how we will admit people to universities. The easiest way is to keep the existing system, but we can also significantly modernize it. I am concerned about only one thing: we do not see people behind this centralized testing. It is dangerous,” the president believes.
“I want to have a sincere conversation with you. There are no minor things in the education system. We cannot make any mistakes. The system also determines the development of the country's economy, its ability to resist global challenges,” the head of state said. “Once again, school must be school, this is a sacred place. All these things must be reflected in the education code.”

Belarus has reached a top regional position in the Integrated Index for Postal Development (2IPD) rankings 2021, BelTA learned from the website of the Belarusian postal service Belpochta.
“The new rankings covers 168 countries. Belarus has achieved impressive results and for the first time topped its regional group, placing 14th overall. Apart from Belarus, this regional group includes Eastern Europe and the CIS countries,” Belpochta said.
Belarus' index of postal development made up 67.4 points, which let the country move up six positions in the rankings compared to the previous year.
The Universal Postal Union annually issues a comprehensive index for postal development (2IPD). It is a composite index that gives a summary of postal development in any country or region based on four key components: reliability, reach, relevance and resilience. “These four components are aimed at providing a balanced view of postal development, without solely focusing on operational, strategic or societal matters. All the information collected and processed in this context establishes a global ranking published annually. The input is then integrated into an algorithm, which yields a general score between 0 and 100 for each assessed country. This enables the final score to comprehensively reflect the situation of postal services in any given geography,” Belpochta explained.
The Integrated Index for Postal Development (2IPD) helps ensure that postal sector players have all the information they need, thus forming the basis for the strategic and economic evaluation conducted by the Universal Postal Union.

Только с 4 по 11 октября 2021 года по всей стране произошел 131 пожар, на котором погибли 19, а травмированными оказались 10 человек. Что послужило причиной всех происшествий, еще предстоит выяснить, однако, опираясь на опыт, ясно, что «зачинщиками» подавляющего большинства трагедий становятся неосторожное обращение с огнем при курении, неисправные электроприборы и неправильная эксплуатация печного отопления и обогревателей.
Чтобы избежать пожаров и гибели людей от них, МЧС напоминает:
Спасатели также напоминают, чтобы безопасно эксплуатировать печное отопление, нужно заделать все трещины в печи, проверить кладку, оштукатурить и побелить дымоход, прибить перед топкой на деревянном полу металлический лист размерами на 10 см больше топливника с каждой стороны, чтобы случайно выпавшие угли не привели к пожару.
Во время топки печи также помните о соблюдении правил пожарной безопасности. Ни в коем случае не используйте легковоспламеняющиеся и горючие жидкости, ведь достаточно искры и одной капли, попавшей на вашу одежду, что бы пламя перекинулось на вас и вы получили ожоги. Никогда не допускайте перекала печи, ведь в кладке могут образоваться трещины, что со временем приведет к пожару. Горючие материалы, мебель и одежду держите не менее чем в 1,5 м от печи. Также стоит помнить, что золу и угли из печи стоит выбрасывать на безопасном расстоянии от строений, перед этим пролив водой.
Помните! Правильная подготовка печи к отопительному сезону, а также соблюдение правил пожарной безопасности при её эксплуатации позволит обойтись без трагических последствий.
