Financing districts of Minsk region will be adjusted depending on the performance of the 2014 targets of the socio-economic development. This was announced today the chairman of Minsk City Executive Committee Semyon Shapiro at the meeting of Executive Committee, which considered the results of socio-economic development of the region in 2014, BelTA has learned.
Semyon Shapiro said that this initiative was discussed during the past year. "Chairman of the district executive committees have been assigned specific tasks. You do not need to hide behind the shoulders of others. If the area develops, achieves good results, he will receive additional funding. The chairmen of district executive committees who are not engaged in restoring order in their regions will have to return a certain amount of the budget" - he said.
Chairman of the Minsk City Executive Committee stressed that these measures did not affect the protected areas of expenditure budget. "The salaries of doctors and teachers - is sacred, they will be fully preserved. Return the money must be from that part of the budget that was originally envisaged for the development of the district," - said Shapiro.
Currently, the main financial management of the Minsk City Executive Committee has developed several options for budget adjustments. Semyon Shapiro requested in the near future to determine the most appropriate mechanism. "We initially agreed to reduce the percentage of the budget for non-compliance the targets, has not fulfilled the forecast area by 10% - 10% is necessary to return the budget money. Perhaps it is this mechanism will be agreed upon," - he added.
