The budget of the Minsk region in 2016 generated a surplus of Br125 billion, said today head of the main financial management of the Minsk Oblast Executive Committee Nikolai Kuhovets at a joint meeting of the Executive Committee and the Regional Council of Deputies, BelTA has learned.
Participants of the meeting approved the draft budget for next year. Chairman of the Minsk Oblast Executive Committee Semyon Shapiro said that the 2016 budget is tight, but allows us to solve the most important problem in the region. The basis of the budget laid parameters of socio-economic development, the expected assessment of implementation of the budget for 2015, as well as changes and additions to the Budget Code and Tax Code. Nikolai Kuhovets noted that in connection with the transition to three-year budget planning in the country established a unified regulatory deductions of income tax and income tax.
It is predicted that the revenues of the consolidated budget of the Minsk region in 2016 will exceed almost Br2 trillion figure this year and will reach Br20 trillion, 725 billion, the cost will amount to Br20 trillion 600 billion. The main source of income will be tax revenues (income tax, VAT, income tax and income taxes on the property, etc.), the volume of which exceeds Br15 trillion 765 billion. The share of gratuitous receipts from the state budget in the form of grants and subsidies are scheduled to be 15.4% (over Br3 trillion 200 billion). Non-tax revenues amounted to 8.5% (more than Br1 trillion 750 billion).
In the expenditure part of the regional budget will retain a social orientation. On the financing of key social sectors it is planned to allocate more than Br12 trillion 575 billion. Most of these funds will be directed to priority payments: salaries, utilities, food, medicine, population transfers. According to Nikolai Kuhovets, in all key sectors will increase funding social sphere. For example, spending on education will increase by 11.5% to Br6,2 trillion, health care - by 10.7% to Br4,2 trillion, social policy - by 22.6% to Br1,1 trillion, culture - by 14% to Br574 billion, physical culture and sports - by 12.9% to Br284 billion.
On the financing of housing and communal services planned to Br2 trillion 877 billion, for activities in the field of agriculture - Br1 trillion 877 billion. In the transport sector Br257,6 billion allocated for road maintenance - Br265,9 billion in excess funds, which by decision of the Council of Ministers will be transferred in the form of subsidies for the construction, reconstruction, overhaul and repair of roads.< p>
The funds for capital investments in the amount provided Br1 trillion 390 billion (including housing - Br859 billion). According to the expenditure, for repayment of debt Minoblispolkoma (redemption of bonds, placed with banks) planned Br124,9 billion.
According to Nikolai Kuhovets, the principle of allocation of the regional budget has remained unchanged: a large part of the funds directed to the areas depending on population. Minsk Oblast Executive Committee made the decision not to transfer to the local budgets funds for land reclamation (Br160 billion). Exceptionally from the regional budget will be encouraged districts to achieve the best results in economic and social development (Br400 billion). In addition, reserved Br300 billion for repairs of public institutions of education and health hozsposobom, Br100 billion - at the end of the construction of livestock facilities, Br120 billion - to compensate for losses banks when issuing preferential credits.
