Bill on State Control Committee activities passes second reading in Belarusian parliament

The draft law on Amending Laws on the Activities of the State Control Committee passed the second reading at a sitting of the third session of the House of Representatives of the National Assembly of Belarus of the eighth convocation, BelTA has learned.

Presenting the bill to parliamentarians, Member of the House of Representatives’ Standing Commission on National Security Andrei Krupenkin noted that, in preparation for the second reading in the House of Representatives, the bill had been revised to bring it into line with other legislative acts and to align it with the law on State Registration and Liquidation (Termination of Activities) of Business Entities of 1 June 2026.

The parliamentarian outlined the key proposed innovations. In particular, the bill provides for the establishment of new principles for the activities of the State Control Committee: independence from the activities of other state bodies, political parties, other public associations and organizations, and officials, as well as the prevention of offenses in the economic sector.

The State Control Committee is also vested with control functions over the Development Bank of Belarus and oversight of compliance with the technical regulations of the Customs Union and the Eurasian Economic Union. Additionally, new powers are assigned to the committee and its territorial bodies.

The draft law was sent to the House of Representatives’ standing committees for amendments, and to the Council of Ministers, the State Control Committee, and other relevant government bodies for legal, linguistic, and criminological expert reviews. No comments or proposals were received.
