Expert outlines how direct Belarus-Russia regional ties can boost cooperation

12.10.2026

Chairman of the Human Rights, National Relations, and Mass Media Commission of the House of Representatives of the National Assembly of Belarus, military expert Nikolai Buzin, explained why Belarus maintains direct dialogue with the leadership of Russian regions in a recent episode of BelTA’s V Teme [On Point] project.

“This allows us to work without delays, lengthy approval procedures or intermediaries. Direct dialogue with the regions helps speed up processes and maximize the impact of the initiatives we have planned. In other words, it enables us to advance our interests directly,” Nikolai Buzin said.

The expert also drew attention to such an important component as the complementarity of the potential of Belarusian industry and that of a given Russian region. As an example, he cited Ulyanovsk Oblast, whose governor recently met with the Belarusian head of state. “The region has a powerful cluster specializing in aircraft manufacturing. They can help us in this area, just as we can help them,” he emphasized.

Agriculture is another promising area of cooperation, and it is well developed in Ulyanovsk Oblast. Belarus, for its part, is ready to offer a wide range of machinery for the agricultural and industrial sector. “If we are ready to offer reasonable terms, the governor will be happy to sign a contract with us,” Nikolai Buzin added.

The expert also noted that Belarus is known for honoring its agreements on time and in full. “We always fulfill our promises,” he concluded.

As BelTA previously reported, Belarusian President Aleksandr Lukashenko met with Aleksey Russkikh, Governor of Russia’s Ulyanovsk Oblast on 29 September. Aircraft manufacturing was among the areas in which the two sides have actively cooperated in recent years through industrial collaboration. Russia’s Ulyanovsk Oblast is home to Aviastar, one of Russia’s largest aircraft manufacturing plants.

Aleksandr Lukashenko proposed cooperating more intensively in this area and involving domestic enterprises in carrying out more work.

“Get us more involved in aircraft manufacturing. We have the facilities and the expertise. Help us with technological equipment, and we will be good partners for you. We cannot build an aircraft ourselves; that is your job. But gradually involve us in the areas where we can do something for you,” the Belarusian head of state said.
