Non-communicable diseases include cardiovascular, oncological, chronic respiratory diseases, diabetes, mental disorders. There are several risk factors that increase the likelihood of their chronic forms. With age, the risk of cardiovascular diseases increases. Doctors recommend to pay attention to their health to those whose immediate relatives suffered a myocardial infarction or stroke (men under 55 years old, women under 65). In men, heart attacks and strokes on average develop 10 years earlier than women. However, life can be prolonged if you do not smoke, eat right, move more, get rid of overweight, normalize blood pressure, control cholesterol, blood sugar.

"In 2019, such preventive measures will continue. It is planned that mobile medical outposts will be located at permanently operating stationary points. Consultations will be held by the doctors of public health institutions of the city," Snezhana Kavrigo announced.

As Dmitry Petrusha said, over the past week, 44 citizens applied to the administration for an explanation of the requirements of the decree "On promoting employment of the population". Today, at the meeting of the commission, the question of excluding from the database of ten people who are not employed in the economy, who previously submitted to the commission documents on employment abroad, was considered. Another 14 Minsk residents came to the meeting in person, among them 10 recently released from correctional institutions.

Among those who have made an appointment is Eugene, who, together with his wife, works for himself in the field of graphic design. "In the tax for the previous year, we report before March 1, file declarations. There are all the documents that pay income tax as individuals. We are in the database are not employed in the economy. I opened the last decree of the Council of Ministers, and indeed, there is no reason to release us although earlier there was such a category of persons in the decree - other individuals who pay income tax, "he said.

Dmitry Petrusha promised to ask for clarification in the higher authorities responsible for the formation of the republican database. “You have been heard, so the commission works in order to get into everyone’s situation and adjust the legislation,” the head of the administration noted.

Specifically for this family, it was decided at the meeting to exclude them from the base of those not employed in the economy for three years, since the spouses are raising a young daughter.

According to the head of the Inspectorate of the Ministry of Taxes and Levies for the Central District, Yury Afanasyev, in the regulation on the classification of able-bodied citizens as not employed in the economy, which was approved by Resolution of the Council of Ministers No. 239, there is a clause that concerns the leasing of residential and non-residential premises, but there we are talking about individuals. In this situation, taxes are paid for a citizen by a legal entity. Considering the circumstances presented, the commission unanimously decided to exclude the applicant from the database not employed in the economy before the expiration of the lease agreement.

Among those who applied to the commission was a woman who worried that due to a long illness (she spent 9 months in the hospital, she underwent several rehabilitation courses) and being fired from her previous job in July of the current year could be found in the base of citizens not employed in the economy .

As explained by Dmitry Petrusha, information that the applicant is considered temporarily not employed in the economy, will appear in the database only after three months. She was offered to contact the employment service for help in finding employment, explaining that you can sign up for a certain time at the employment center in order not to wait. After those who signed up for the reception of Minsk dwellers in the hall, they invited those who were recently released from correctional institutions. This is one of those categories that needs special attention from all services. Citizens admitted that they work informally or are in search of work. As it turned out, they were not registered at the employment center.

"I tried to find a job in many places, but they refused me,” one of them said. “I’m a carpenter but I don’t have a workbook. Now I’m working for myself ".

Another young man is a bricklayer, electric and gas welder, master of finishing works. Also earns money informally.

Men were reminded that in February of the next year, as recognized as not employed in the economy, they will receive notices of payment of utilities with the calculation of the cost of heating at a higher rate, unless they provide employment documents before this date - or a contract agreement, certificate from work or notice of payment of taxes on the rights of individuals
