Specialists of the oil transportation companies Gomeltransneft Druzhba and Polotsktransneft Druzhba have taken all the technical measures to expedite the delivery of pure oil from the Russian oil custody transfer station Unecha. The pipelines in the Belarusian territory still contain oil with excessive amounts of organic chlorides. The pumping of quality oil via the Druzhba pipeline has not been started.
Belarusian oil refineries are still operating with reduced workload.
Every day Belneftekhim and its enterprises tally up the lost revenues caused by the reduced workload of the oil refineries, the suspended export of oil products, the need to repair equipment, and other measures taken due to the delivery of polluted oil from Russia.
The failure of Russian partners to discharge their contract liabilities is being evaluated.
Work to resolve the situation with deliveries of substandard Russian oil via the Druzhba oil pipeline system continues. A Belneftekhim delegation led by Deputy Chairman of the concern Vladimir Sizov is in Moscow where negotiations involving representatives of Russian oil companies will continue at premises of the Russian Federation Energy Ministry.
On 19 April Belneftekhim reported a sharp decrease in the quality of the Russian oil mixture Urals flowing in transit into the main oil pipeline section operated by OAO Polotsktransneft Druzhba. The oil pipeline system Druzhba is designed to deliver oil to Belarusian oil refineries and transport oil to Europe in transit via Belarus in two directions – via Poland and via Ukraine. Poland and Ukraine have stopped oil transit. Negotiations involving representatives of Belarus, Russia, Ukraine, and Poland took place in Minsk on 26 April in a bid to resolve the situation with poor-quality Russian oil.
