3 октября 2023 г. с 8.30 до 17.00 главным  государственным инспектором по надзору за техническим состоянием машин и оборудования Молодечненского райисполкома Романовичем Артемом Андреевичем будет осуществлен прием граждан и юридических лиц (здание райисполкома, в каб.213, 2-й этаж).

The 34th meeting of the CIS Advisory Committee of Legal Services of the Ministries of Foreign Affairs was held at the CIS headquarters in Minsk on 27 September, BelTA learned from the press service of the CIS Executive Committee.

The web-based meeting brought together heads and experts of the legal services of the ministries of foreign affairs of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan and representatives of the legal department of the CIS Executive Committee.

The meeting discussed the practices in monitoring the implementation of international obligations, exchanged the information on improving the legislation of the CIS countries on international treaties and on publicly available electronic databases of international treaties.

The participants of the meeting had a substantive discussion on topical issues of legal cooperation in the CIS and in major international organizations.

The next meeting of the Advisory Committee will be held before the end of this year.

Belarus and Russia are exploring the prospects to implement two large projects - the joint production and maintenance of aircraft, as well as the construction of a second railway line to Leningrad Oblast, Belarusian President Aleksandr Lukashenko said as he met with Leningrad Oblast Governor Aleksandr Drozdenko, BelTA reports.

The Belarusian head of state noted that these two projects were discussed during a telephone conversation with Russian President Vladimir Putin the day before.

According to the president of Belarus, they are scheduled to meet in Kyrgyzstan in mid-October (the CIS summit will be held in Bishkek) where they plan to discuss these projects in more detail.

“We discussed the joint production of small-capacity aircraft that are in great demand in the Russian Federation. According to the president of Russia, such aircraft can be operated from large airports and remote villages and regions, especially since they can land on the ground,” Aleksandr Lukashenko explained.

Belarus has the necessary competencies in this field, so the president of Russia proposed to make these aircraft together with the Belarusian side, as well as to expand the production of individual components for the IL-96 aircraft and to service them in Belarus.

“We can do this. Yet, this is a very big chunk of work,” said Aleksandr Lukashenko.

The other project that the two leaders discussed was the construction of a second railway line from Belarus to St. Petersburg and Leningrad Oblast that will be used to transport large volumes of cargo to Russian ports from where cargo will be shipped to various parts of the world.

“You understand that this is very important for us. We are engaged in port infrastructure development there. But the railway is our bottleneck,” the Belarusian leader noted.

According to the president, these projects have already been discussed with Russian government agencies; a package of necessary documents and materials has been prepared and will be handed over to the Russian head of state.

Сельскохозяйственным предприятием организовано горячее питание для своих работников (водителей, механизаторов, комбайнеров), задействованных в уборочных работах. Подлежат ли начислению взносы на государственное социальное страхование на стоимость горячего питания?

Да, начисляются.

Обязательные страховые взносы в бюджет фонда не начисляются на суммы средств работодателя, направленные на обеспечение работников продуктами питания, приобретаемых работодателями для общего пользования (на основании подпункта 9.1 пункта 9 Перечня выплат, на которые не начисляются взносы на государственное социальное страхование, в том числе на профессиональное пенсионное страхование, в бюджет государственного внебюджетного фонда социальной защиты населения Республики Беларусь и по обязательному страхованию от несчастных случаев на производстве и профессиональных заболеваний в Белорусское республиканское унитарное страховое предприятие "Белгосстрах", установленный  постановлением Совета Министров от 25.01.1999 № 115).

Поскольку приобретение работодателем ежедневных горячих обедов для своих сотрудников носит персональную направленность, соответственно, не попадает по действие Перечня № 115, обязательные страховые взносы на указанные расходы начисляются в общеустановленном порядке.

Belarusian President Aleksandr Lukashenko gave a number of instructions in view of the upcoming election campaigns in the country as he made new appointments on 25 September, BelTA has learned.

“I emphasize it once again: there is no ruling Communist Party, everything is in your hands [a comparison with the Soviet times, when the party played a significant role on the ground]. The country is gearing up for major election campaigns and the ideological component is of paramount importance. Please, think who will represent you in the parliament, the Belarusian People's Congress. We do not hide the fact that we have our nominees. It is the usual practice,” the head of state said. “This is a natural thing in any state, even the most democratic one. The USA has always taught us how to live. You see how the election campaigns are conducted there. God forbid we conduct elections their way, especially by mail.”

“We have our own tasks, our own goals. Pick up worthy patriotic people, professionals. Support them in the parliamentary elections and the elections to the Belarusian People's Congress. I am not hiding anything and you have nothing to hide either. But these should be professionals, decent people. Everything should be done so that people will support the candidates we back. We have enough smart, talented people,” Aleksandr Lukashenko said.

На базе Воложинского лесхоза прошел семинар–учеба председателей первичных профсоюзных организаций города и района. Организатором мероприятия выступило Минское областное объединение профсоюзов. Открыла и вела его председатель районного объединения организаций профсоюзов Снежана Нахай.

— Подобные мероприятия проводятся для повышения эффективности профсоюзной работы. Многие проблемы социально-трудовых отношений решаются в рамках социального партнерства органов власти, работодателей и профсоюзов. Сегодня профсоюзная правовая помощь максимально доступна для людей. Именно поэтому важно не просто грамотно выстраивать профсоюзную работу, но и широко информировать о ней общественность, – отметил заместитель председателя Минского областного объединения профсоюзов Дмитрий Бочков, открывая семинар.

Об организационной работе в деятельности профсоюзных организаций, начиная от номенклатуры дел и планирования работы до ведения делопроизводства в организационных структурах общественного объединения, рассказала заведующая организационным отделом областного объединения профсоюзов Марина Бачило. Марина Леонидовна заострила внимание и на том, что в наши дни все больше место отводится информационной работе, одной из основных задач которой является оперативное и своевременное информирование членов профсоюзов.

По вопросу осуществления общественного контроля за состоянием охраны труда первичными профсоюзными организациями выступил главный технический инспектор труда областного объединения профсоюзов Николай Колос.

Как отметил Николай Степанович: «В коллективных договорах в разделе «Охрана труда» предусмотрены нормы, которые дают возможность предоставлять общественным инспекторам по охране труда время по согласованному с профсоюзным комитетом графику с сохранением среднего заработка для осуществления ими общественного контроля в организации. А проведение обучения общественных инспекторов по охране труда на системной основе помогает повысить эффективность по осуществлению общественного контроля в области охраны труда».

Эти и другие не менее важные вопросы были рассмотрены в ходе учебы, которая длилась почти два часа. Проведение обучающих семинаров дают прекрасную возможность для общения, обмена опытом общественной работы, более близкого знакомства с новыми профсоюзными активистами, — резюмировали участники семинара.

An experiment was staged as part of the ongoing bilateral comprehensive exercise of Belarus' Armed Forces. The Air Force and Air Defense Command staged the experiment to tweak tactical control of aviation units and provide faster aerial support to ground forces, BelTA has learned.

According to the Defense Ministry, Yak-130 aircraft and Mi-24 helicopters delivered air strikes against ground targets of the simulated enemy in the 210th aviation training area.

Deputy Chief of the Air Force and Air Defense Command, Chief of Aviation, Colonel Leonid Davidovich said: “We tried to make a conclusion about how we can skillfully use aviation and how we can reduce the time needed to call an air strike. We are practicing calling for air support at the tactical level, the operational level, and the operational strategic level. We will also try to reduce the time between the arrival of aviation and the moment the target's coordinates are determined. To be exact, from the moment aviation is given a mission to destroy a target.”

The experiment allows testing various control schemes, Leonid Davidovich said. “Several of them have been deployed today. The first one relies on existing communications solutions. The second one on promising communications and automation solutions.”

Certain positive results were produced. They will be taken into account for combat training purposes.
